Tax relief, but no revenue caps: Fulton's proposed 2027 pitch
Commissioners are set to consider a state legislative agenda Nov. 4 that also seeks more judges, state funding for election mandates and conditions on data-center tax incentives.
Fulton County's proposed pitch to Georgia lawmakers draws a distinction: support tax relief for homeowners, but oppose caps on property-tax revenue and tax rates. The draft argues that those caps could limit essential services and calls for relief that preserves local revenue without shifting the tax burden to non-homestead properties.[1]
The Board of Commissioners is scheduled to consider the 2027 legislative agenda Nov. 4, after the item was held Oct. 21. This is an advocacy agenda seeking state action—not a measure that would itself change residents' tax bills or enact the proposed policies.[1][2]
The tax priorities extend beyond homeowners. The draft calls for evaluating changes to the commercial property-tax assessment freeze and seeks a distribution of Local Option Sales Tax revenue between counties and cities based on equal shares or the services each government provides.[1]
Two other top priorities would ask the state to shoulder more costs. One seeks funding in the amended fiscal 2027 budget for one or more additional Superior Court judgeships in the Atlanta Judicial Circuit. The presentation cites consistently high caseloads and increasingly complex cases, including cases initiated by the state.[1]
The elections priority asks Georgia to fully fund equipment, software, supplies, poll-worker training and voter education required by new mandates, along with ongoing support for state-mandated equipment. It also supports requiring state reimbursement for county expenses from special elections and statewide referendums.[1]
A separate policy position would attach a community-benefit condition to data-center incentives: recipients of tax incentives through development authorities would have to include affordable housing or job creation. The presentation places that proposal among legislative efforts by partner agencies and officials that the county would support, rather than among its highest advocacy priorities.[1]
Item 26-0731 is scheduled for the meeting beginning at 10 a.m. Nov. 4 in the Fulton County Government Center's Assembly Hall, 141 Pryor Street SW in Atlanta.[2]
