Local brief
Abbotts Bridge water-main estimate rises 32% in new Fulton request
The proposed agreement puts the utility cost on Fulton, with the final bill based on bids and installed quantities. It is on the Nov. 4 agenda.
Moving water mains for the Abbotts Bridge Road widening in Johns Creek now carries an estimated $3.21 million price tag in a proposed Fulton County agreement with the Georgia Department of Transportation. Commissioners are scheduled to consider the request Nov. 4; it is not yet an approval.[1]
That estimate is $779,466 higher—about 32%—than the $2,426,610 agreement commissioners unanimously approved March 4 for the same GDOT project and corridor. Our earlier account of the $2.43 million request described the agenda proposal; the March minutes establish that it passed.[1][2]
The $3.21 million is for utility work, not the entire road widening. Under the proposed agreement, GDOT would include the relocation in its road-construction contract, while Fulton would bear 100% of the estimated utility cost. County staff says the money is budgeted through the Water and Sewer Fund.[1][3][4]
It is an estimate, not a price ceiling. The agreement calls it a nonbinding pre-bid figure, with the final cost calculated from actual installed quantities and bid prices. Fulton could receive a refund or owe more after the work is finished. The November staff explanation does not say why the estimate is higher than March’s.[1][2][3][4]
The county describes roughly 7,200 feet of 10-inch water main needing relocation for the SR 120 improvements between Promise Parkway and Boles Road. The road work would include widening, intersection upgrades, turn lanes, landscaped medians and sidewalk enhancements. According to county staff, GDOT intends to seek construction bids at the end of 2026; that is a bidding target, not a construction-start date.[4]
For water customers, there is an important qualification to the staff report’s assurance of uninterrupted service: it also says temporary interruptions may be necessary when crews connect the relocated mains to existing lines.[4]
The Nov. 4 commission meeting is scheduled for 10 a.m. in Assembly Hall at the Fulton County Government Center, 141 Pryor Street SW in Atlanta. The new agreement request is item 26-0760.[1]
