Explore the source documentsA proposed $2,882,444 boost to HIV care and support services would help three agencies serve an estimated 290 additional clients, Fulton County’s Department for HIV Elimination says. Commissioners are scheduled to consider the request Oct. 21.[1][2]
The money would be spread across fiscal years 2026–2029—$720,611 each year—not awarded in a single year. The department says the increase would move existing Ending the HIV Epidemic grant funds toward agencies with increased need, without changing the budget. Its client projection does not specify whether the 290 additional people would be served annually or across the funding period.[1]
The three agencies served 497 clients in FY2025, according to the department. Their services range from medical and dental care to housing, financial assistance and case management. The department says the goal is to increase viral suppression and reduce new HIV cases.[1]
The proposed four-year increases are $2,021,308 for To Our Shores, $707,356 for HOPE Atlanta and $153,780 for Heather Ivy.[1]
Two other HIV-service requests are on the same agenda, with different funding periods and purposes.[2]
Item 26-0702 seeks two Ending the HIV Epidemic agreements totaling up to $2,235,180: $1,444,000 for AIDS Healthcare Foundation and $791,180 for POWER Atlanta. The proposed service period runs from Aug. 1, 2026, through Feb. 28, 2030, beginning before the scheduled approval vote.[2][3]
Item 26-0704 would increase Ryan White Part A spending authority by up to $1.2 million in each of FY2026 and FY2027, subject to federal funding. In each year, the proposed increases are $700,000 for Positive Impact Health Centers, $300,000 for Emory University and $100,000 each for the Cherokee and DeKalb county boards of health.[2][4]
All three requests are fully grant-funded with no Fulton County match. They are listed on the consent agenda—not recorded approvals—for the Oct. 21 meeting at 10 a.m. in Assembly Hall at the Fulton County Government Center, 141 Pryor Street SW in Atlanta.[2]
