A vote on who votes: Fulton weighs new rules for its policy delegates

Abdur-Rahman’s proposal would bar individual commissioners, including the chairman, from naming delegates alone—but association rules would take precedence in a conflict.

Who gets to cast Fulton County’s votes in state and national county-policy groups? A proposal scheduled for commissioners’ Oct. 21 meeting would put those delegate selections before the full board.[1][2]

Vice Chair Khadijah Abdur-Rahman’s resolution would require board approval for anyone authorized to vote for Fulton at meetings, conferences or other voting proceedings of the National Association of Counties, known as NACo, and the Association County Commissioners of Georgia, or ACCG. It explicitly would prohibit individual commissioners—including the chairman—from independently naming or authorizing those delegates.[1][2]

The stakes are policy, not merely attendance. As the resolution explains, designated delegates participate in developing and adopting the associations’ policies and legislative priorities. The proposed rule concerns who is authorized to cast the county’s votes in that process.[2]

There is an important limit: NACo or ACCG bylaws and governing procedures would prevail wherever they conflict with the county’s approval requirement. The resolution itself describes an ACCG fallback under which the chairman becomes the voting delegate if the county does not appoint one, and may designate another governing-board member to vote instead.[2]

This is a proposed rule, not an adopted change; it would take effect upon adoption. Item 26-0726 is on the agenda for the meeting beginning at 10 a.m. Oct. 21 in the Fulton County Government Center’s Assembly Hall, 141 Pryor Street SW in Atlanta.[1][2]
