Commercial space returns to Lewis Road’s 275-home plan

Powder Springs lists the rezoning as passed Nov. 2. The revised drawing shows commercial space where a civic park had been proposed.

Commercial space is back in the plan for 275 homes at 4451 Lewis Road. Powder Springs’ legislative record lists the rezoning as passed, with final action dated Nov. 2, 2026.[1][2][3]

WP South Acquisitions sought to change the property’s zoning from Office/Institutional and Community Retail Center to Mixed Use District. The revised drawing shows 251 apartments, 24 townhomes and at least 2,500 square feet of commercial or office space.[1][2][4]

That changes the park-centered proposal we reported in October. The applicant’s earlier letter envisioned a 17,000-square-foot community park serving the wider neighborhood—not just the development’s residents—instead of commercial uses. The revised presentation places an office/commercial building at the corner previously shown as civic space.[2][3]

The commercial-space requirement needs a closer distinction. While the drawing specifies a 2,500-square-foot minimum, a Nov. 2 proposed-motion memo recites a sequencing rule requiring at least 5,000 square feet of nonresidential space—or 25% of the authorized commercial space, whichever is larger—to have both a building permit and a certificate of occupancy before more than half the homes receive building permits. That language allows Council to substitute another sequencing arrangement. The memo is conditional; the records reviewed do not establish which stipulations Council ultimately adopted.[2][4]

The revised package also includes an Oct. 30 letter supporting the rezoning on behalf of the Springbrook Estates Homeowners Association. The letter says the association and Wood Partners entered a community benefits agreement covering financial contributions, communication during construction and traffic-related improvements.[2]
