Chattahoochee Hills growth-plan draft calls for city-led development-rights purchases

Chattahoochee Hills' draft 2026 Comprehensive Plan calls for a city-led purchase program to advance permanent conservation and add development rights to the city's Transfer of Development Rights bank. The initiative also appears in the draft Community Work Program.

The plan describes TDR as a way for landowners to sell development rights voluntarily while preserving their land, with buyers using those rights to increase density in designated growth areas. It says the city's program has seen limited use because development needed to generate demand has not materialized. The draft also calls for renewed partnerships with foundations and other philanthropic partners to identify additional TDR funding.
