Planners back a 225-foot condo tower on Angier Avenue
The 52-home proposal would replace a duplex and a 22-unit residential building. A city analysis projects the loss of 24 affordable homes.

Atlanta planning staff recommends approving a rezoning for a roughly 225-foot building with 52 for-sale homes at 687 and 707 Angier Avenue NE in the Old Fourth Ward. The site now contains a duplex and a 22-unit residential building.[1]
The housing tradeoff is substantial: the city’s affordable housing impact statement projects a loss of 24 homes affordable to households earning between 50.01% and 80% of area median income, alongside 52 new condos in its above-80%-of-AMI category. These are projected impacts, not completed removals.[2]
That analysis relies on applicant information and, in some cases, public real-estate data. It cautions that unit counts, prices and other details can change before and during construction, so its figures are not a final building plan.[2]
Staff’s case for the tower acknowledges its scale. The report says it would exceed nearby mid-rise buildings, generally six to nine stories, but compares it with the adjacent New City Properties mixed-use development. It also acknowledges that the 2008 Old Fourth Ward Master Plan identified the properties as part of a proposed park area, rather than assigning a building-height recommendation. Staff nevertheless argues that greater height can fit the plan when a project advances multiple planning objectives.[1]
The proposal includes about 104 off-street parking spaces—two per home—even though the staff report lists no minimum parking requirement in the BeltLine Overlay. The rezoning would replace conditional mixed residential-commercial and light-industrial designations with MRC-3 mixed residential-commercial zoning, keeping the overlay.[1][2]
The approval recommendation goes beyond the delay request we reported in October, when staff backed the applicant’s request for a 30-day deferral. The November 5 memorandum now endorses the rezoning itself.[1][3]
That remains a staff recommendation, not a final rezoning decision. Case Z-26-52 is listed for the Zoning Review Board’s November 5 meeting at 6 p.m. in City Hall’s second-floor Council Chambers. The records reviewed do not establish a final outcome.[1][4]
