Local brief
Monument Avenue’s $1 million stream repair clears the Council
Two 10–0 votes approve funding and contract authority for the same repair—not two $1 million jobs. Construction is anticipated March–June 2027.
Atlanta City Council has approved $1 million in funding and a companion construction-contract measure to stabilize the stream at 483 Monument Avenue, where the city says erosion is advancing toward a neighboring home, fencing and sewer infrastructure.[1][2]
Both measures were adopted by 10–0 consent votes Nov. 2, according to draft action minutes. That moves the project beyond the Oct. 27 committee recommendations we reported.[1][2]
Ordinance 26-O-1579 authorizes a $1 million transfer from reserves in the fiscal 2027 Water and Wastewater Renewal and Extension Fund. Resolution 26-R-4330 authorizes adding up to $1 million for the work to the city’s existing Green Infrastructure and Landscape Services agreement with ECL/RAC Joint Venture. These are the funding and contracting measures for the same repair, not separate $1 million projects.[1]
The city acquired the greenspace through a legal settlement stemming from chronic flooding, according to the ordinance. The repair plan would reshape the stream’s left bank into a floodplain bench to carry water during large storms, reinforce the right bank with boulder walls and Flexamat armoring, and add native vegetation to reduce sediment and improve long-term stability.[2]
The construction resolution says design is complete and permitting is underway. It anticipates work beginning March 1 and concluding June 30, 2027—projected dates, not a guaranteed start and finish.[2]
Council adoption is not the same as an executed construction amendment. The resolution says the amendment becomes binding only after legal-form approval, execution by the mayor or a designee, attestation by the clerk and delivery to ECL/RAC. The reviewed records do not establish that those steps have been completed.[2]
The funding-text question flagged in our earlier coverage also remains unresolved in the reviewed records. After Section 3, the pre-vote ordinance text starts another Section 1 and includes a $10 million transfer to the MOST Storm Water Project under “Various Projects FY2027 Contract A.” The adoption entry does not explain that language. It does not establish an $11 million Monument Avenue repair budget; the site-specific construction authorization is capped at $1 million.[1][2]
