Monument Avenue stream repair plan targets a March 2027 start

A $1 million contract proposal says design is complete and permitting is underway. The construction plan heads to committee Oct. 27 alongside a still-pending funding ordinance.

A proposed $1 million contract amendment puts a timetable on repairing the eroding stream at 483 Monument Avenue: construction from March 1 through June 30, 2027. The proposal says design is complete and permitting is underway. Those are anticipated construction dates, not a guaranteed start and finish.[1]

The stakes extend beyond the city-owned greenspace. Atlanta acquired the property through a legal settlement stemming from chronic flooding, and erosion is progressing toward a neighboring residence, fencing and sewer infrastructure, according to the proposed resolution.[1]

The Office of Watershed Protection proposes reshaping the left bank to create a floodplain bench that can carry water during large storms. Boulder walls and Flexamat armoring would reinforce the right bank, followed by native plantings intended to reduce sediment and improve long-term stream stability.[1]

Resolution 26-R-4330 would add up to $1 million for the work to Atlanta’s existing Green Infrastructure and Landscape Services agreement with ECL/RAC Joint Venture. A separate measure, Ordinance 26-O-1579, would transfer $1 million from reserves in the fiscal 2027 Water and Wastewater Renewal and Extension Fund to the Monument Avenue project.[1]

Our first report on the funding proposal flagged an unexplained $10 million stormwater provision in the ordinance. That provision remains in the Oct. 27 packet: after Section 3, the text starts another Section 1 and lists a $10 million transfer to the MOST Storm Water Project under “Various Projects FY2027 Contract A.”[1][2]

The reviewed records still do not explain whether that additional provision is intentional or a drafting error. It does not establish an $11 million Monument Avenue budget, and the new contract proposal specifically requests no more than $1 million for construction there.[1]

Both measures are listed for the City Utilities Committee at 10 a.m. Oct. 27. The Council’s 15–0 vote on Oct. 19 referred the funding ordinance back to committee; it did not approve the spending. The current packet lists both measures as pending, so it does not establish final approval of either the funding transfer or the contract amendment.[1][3]
