Local brief
Monument Avenue’s $1 million stream repair wins committee backing
Funding and contract measures received separate 4–0 favorable recommendations. Construction is targeted for March 2027, but the votes are not final Council approval.
A $1 million plan to repair the stream at 483 Monument Avenue—where Atlanta says erosion is advancing toward a neighboring home and sewer infrastructure—won City Utilities Committee backing Oct. 27.[1][2]
The committee gave the funding ordinance and companion construction-contract resolution separate 4–0 favorable recommendations, according to draft minutes. Those are recommendations, not final City Council spending approval. Both entries list Nov. 2 at 1 p.m. as the next checkpoint.[1]
Ordinance 26-O-1579 would transfer $1 million from reserves in the fiscal 2027 Water and Wastewater Renewal and Extension Fund to the project. Resolution 26-R-4330 would add up to $1 million for that work to the city’s existing Green Infrastructure and Landscape Services agreement with ECL/RAC Joint Venture. They are funding and contracting measures for the same repair project, not two separate $1 million jobs.[1][2]
The city acquired the greenspace through a legal settlement stemming from chronic flooding, according to the ordinance. The proposed repair would reshape the left bank into a floodplain bench to carry water during large storms, reinforce the right bank with boulder walls and Flexamat armoring, and add native plantings.[2]
Under the construction plan we reported earlier, work is anticipated to run March 1 through June 30, 2027. The resolution says design is complete and permitting is underway; those are projected construction dates, not a guaranteed start and finish.[2]
One funding-text question remains unresolved in the reviewed records. After Section 3, the pre-meeting ordinance text starts another Section 1 and includes a $10 million transfer to the MOST Storm Water Project under “Various Projects FY2027 Contract A.” The records do not explain whether that language is intentional or a drafting error. It does not establish an $11 million Monument Avenue budget; the construction proposal specifically requests no more than $1 million for the site.[2]
