Committee backs $22.38 million to resolve road-and-utility conflicts

The 4–0 recommendation advances a reserve transfer for water and sewer work linked to state, South Fulton and Atlanta road projects—not final approval.

Atlanta’s City Utilities Committee voted 4–0 on October 27 to recommend shifting $22.38 million from water and wastewater budget reserves into work needed when road projects conflict with the city’s utility infrastructure, according to draft meeting minutes.[1][2]

The work would include identifying existing water and sewer utilities, then designing and building the changes needed to resolve those conflicts. The ordinance covers roadwork ranging from bridge replacements and widening to streetscape improvements and resurfacing across Atlanta’s water and wastewater service areas.[2]

Ordinance 26-O-1578—the funding proposal we reported earlier—would authorize the chief financial officer to transfer exactly $22,379,054 within the fiscal 2027 Water and Wastewater Commercial Paper Notes Fund to the GDOT/IGA Utility Relocation Project. That is an addition to the project’s funding, not an established total project cost.[2]

Despite the GDOT label, the program is not limited to state road projects. The money would support intergovernmental agreements incorporating Atlanta Watershed Management’s utility requirements into road construction undertaken by the Georgia Department of Transportation, South Fulton and Atlanta’s transportation department.[2]

The favorable committee recommendation is not final enactment of the transfer. The minutes list November 2 at 1 p.m. as the next step.[1]
