Concourse B’s $36.84 million fire-safety phase clears Council

The vote authorizes a $108.84 million overall contract ceiling, but the airport’s phased program still calls for a later Concourse C funding request.

Atlanta City Council voted 10–0 on Nov. 2 to authorize $36.84 million for fire-safety construction on Hartsfield-Jackson Atlanta International Airport’s Concourse B, according to the council’s draft action minutes.[1][2]

Resolution 26-R-4322 raises the authorized contract ceiling to $108.84 million. As our pre-vote report explained, that is the broader contract limit—not the allocation for Concourse B alone. Nor is it a final price for the whole program: the aviation department says it will request Concourse C funding later.[1][2]

The resolution lays out the funding sequence. An initial $33.5 million allowed completion of pedestrian-mall-level fire-safety improvements, followed by $38.5 million authorized for Concourse A. The Concourse B allocation adds the next funded phase.[2]

The contract is with NSMS, a joint venture of New South Construction, McCarthy Building Companies and Synergy Development Partners. It uses a construction-manager-at-risk arrangement, with construction elements funded incrementally as work progresses.[2]

Council approval does not itself establish that construction is underway. The resolution says construction authorizations become binding only after the airport general manager executes them, the city attorney approves their form and they are delivered to NSMS. The funding provisions authorize code-driven fire-safety work but do not detail the individual upgrades or a construction timetable.[2]
