Aldermen approve $1 million road-funding agreement for Muldrow and Lummus

The state appropriation requires no local match and could support an extension. Its 36-month spending timetable runs from receipt of the money—not the vote.

Starkville aldermen approved a $1 million state-funding memorandum for Colonel Muldrow Avenue and Lummus Drive on Oct. 20 as part of the meeting’s consent agenda.[1][2][3][4]

The recording resolves the board-vote question left open in our earlier report on the proposed road deal. Aldermen approved the official agenda including its consented items, and the road memorandum was among those read into the record.[1][2][3][5]

The mayor’s office describes the Mississippi appropriation as nonmatching, meaning no local matching dollars are required. Its summary also leaves room for more than repairs: the improvements could include an extension.[4]

Under the memorandum with the Mississippi Department of Finance and Administration, the city agrees to make every effort to spend the funds within 36 months after receiving them—not within 36 months of the board vote. It also commits to notarized quarterly reports on spending and project progress.[4]

City approval does not establish that the money has arrived or construction is ready to begin. The memorandum takes effect only after DFA approval. The records reviewed do not establish whether that approval has occurred, whether the city has received the funds or when construction would start.[4]
