A proposed $1 million road deal leaves room for an extension

The nonmatching state appropriation targets Colonel Muldrow Avenue and Lummus Drive. The proposed spending timetable runs from receipt of the money—not the agenda date.

Starkville's proposed agreement for $1 million in Mississippi road funding is not limited to repairs. The mayor's office says the appropriation for Colonel Muldrow Avenue and Lummus Drive could also help pay for an extension.[1][2]

The agreement with the Mississippi Department of Finance and Administration was placed on the Board of Aldermen's Oct. 20 agenda. It covers funding under Section 4 of Senate Bill 2189 from the 2026 legislative session. The mayor's office describes the appropriation as nonmatching, meaning it requires no local match.[1][2]

Under the proposed terms, the city would commit to making every effort to spend the funds within 36 months after receiving them. It would also have to submit notarized quarterly reports detailing spending and project progress, with invoices and bank statements, within 30 days of each quarter's end.[1]

The Oct. 20 agenda and attached agreement reviewed for this report do not establish how aldermen voted, whether the state approved the agreement or whether the money has arrived. The agreement would take effect only after DFA approval; the proposal should not be read as confirmation that construction is authorized or underway.[1][2]
