Council committee backs two-home Grove Park split despite NPU opposition
Neighborhood Planning Unit J recommended denial. The committee backed an amended version, but its minutes do not explain what changed.
A plan to turn a vacant Grove Park parcel into two single-family house lots cleared another hurdle Oct. 26: Atlanta’s City Council Zoning Committee unanimously recommended the rezoning as amended. Neighborhood Planning Unit J recommended denial.[1][2]
The request at 598 South Elizabeth Place NW would change the property from R-4A to R-4B single-family residential zoning while retaining the Northwest Atlanta Affordable Workforce Housing Overlay.[3]
We previously reported the zoning board’s conditional backing. Planning staff says the proposed lots would each have roughly 82 feet of frontage—generally wider than established lots along the block—and would fit the neighborhood’s character.[1][2]
Staff recommended a 55% limit on lot coverage and installation of sidewalks; its report says South Elizabeth Place has no sidewalks on either side. But the committee’s draft minutes do not give the amendment’s terms, so they do not establish whether the committee endorsed those exact conditions.[1][2]
The Oct. 26 vote is a committee recommendation, not final rezoning approval. The draft minutes list Nov. 2 at 1 p.m. as the next scheduled step.[1]
