Staff reported coordinating with Toole Design Group, reviewing preliminary crash findings and gathering zoning and GIS information for crash and growth-area analysis. They also organized a proposed core safety working group and coordinated an initial September meeting; the report does not establish that the meeting occurred. These documented steps concern analysis and coordination, not a road-construction authorization.
