Up to $200,000 for City of Refuge job training clears Council

The donation would support training and participant services, with $100,000 installments from the FY2027 and FY2028 budgets. Council approval does not establish that money has been paid.

Atlanta City Council voted 10–0 on Nov. 2 to authorize a donation of up to $200,000 to City of Refuge for vocational training and participant support at its Workforce Innovation Hub, according to the council’s draft action minutes.[1][2]

Resolution 26-R-4276 splits the donation into $100,000 from the fiscal 2027 budget and $100,000 from fiscal 2028. Council adopted the amended measure following the Finance/Executive Committee’s Oct. 28 recommendation, which we previously reported.[1][2]

The resolution describes the hub’s programming as focused on low-income, underserved residents of surrounding neighborhoods who otherwise lack access to high-quality training and employer networks. It includes courses in high-demand industries, hiring events, outreach and wraparound support for participants.[2]

The vote authorizes the donation; it does not confirm that City of Refuge has received the money. Under the resolution, the donation agreement does not bind the city until the city attorney or a designee approves its form, the mayor or a designee signs it, and it is delivered to the nonprofit. The records reviewed do not establish whether those steps or any payments have occurred.[1][2]
