The ordinance describes an Atlanta R-4 single-family classification consistent with the current DeKalb zoning and says its school-enrollment provision would take effect on the first day of the month after adoption. City Council referred the proposal to the Finance/Executive Committee on Sept. 21; referral is not annexation.
