Council clears grant bid to rethink Lakewood Heights’ commercial district
The 10–0 vote backs an application for up to $200,000 for marketing and housing analyses—not construction funding or a grant award.
Atlanta City Council voted 10–0 on Nov. 2 to authorize and ratify an application for up to $200,000 from the Atlanta Regional Commission for a new Lakewood Heights planning study, according to draft action minutes.[1]
The Council action advances the proposal beyond the Oct. 27 committee backing we previously reported. Resolution 26-R-4280, sponsored by Councilmember Jason H. Winston, concerns a funding application—not a regional grant award or authorization to build improvements.[1][2]
The proposed 2027 study would add marketing and housing analyses to earlier planning work. The resolution says it would address changes in growth, development and market conditions, aiming for a vibrant neighborhood-centered commercial district with better connectivity, safety and development accommodating multiple modes of travel.[2]
The earlier Lakewood study, completed in 2013, recommended infill development, public improvements and renovation of historic buildings. According to the resolution, Atlanta re-adopted that plan in June 2025 to reactivate it.[2]
The resolution says a required 20% funding match has been secured, but does not identify its source or dollar amount.[2]
The final application deadline is Feb. 26, 2027, according to the resolution. Although the measure uses both authorization and ratification language, the reviewed records do not establish whether the application has already been submitted or whether a grant has been awarded.[1][2]
