Council clears $7.19M for another year of airport shuttles

The ConnectATL renewal covers links between the airport’s terminals and Rental Car Center. Most of the spending ceiling is for operations—not management.

Atlanta City Council voted 15–0 on Oct. 19 to authorize a $7.19 million, one-year renewal for ConnectATL, the shuttle service linking Hartsfield-Jackson’s domestic and international terminals and Rental Car Center.[1][2]

Resolution 26-R-4267 authorizes a renewal with A-National Limousine Service, Inc., for Oct. 29, 2026, through Oct. 28, 2027. It uses the existing agreement’s single one-year renewal option rather than awarding a new shuttle contract.[1][2]

The money has two distinct purposes: up to $6.84 million for reimbursable operating costs and up to $350,000 for management. Both come from the Airport Revenue Fund. The combined $7.19 million is a spending ceiling, not a bill already paid.[1][2]

Our earlier account of the committee-backed renewal also examined its procurement history. A June 26, 2024, review by Atlanta’s Office of the Inspector General documented four prior solicitation cancellations and scoring errors in the original procurement—not this renewal. Procurement called the errors clerical; the reviewers said bidders’ ranking was unchanged, and Procurement said the award outcome was unaffected. The review listed no additional findings.[2][3]

Council authorization does not establish that the renewal has been executed. The resolution requires legal approval, the mayor’s or a designee’s signature, clerk attestation and delivery to the contractor before the agreement binds Atlanta. The records reviewed do not establish that those steps are complete.[1][2]
