Atlanta panel backs $7.19M for another year of airport shuttles

Council consideration is listed for Oct. 19. A 2024 review documents a stop-start procurement and scoring errors that did not change bidders’ ranking.

A proposed $7.19 million renewal for Hartsfield-Jackson’s ConnectATL shuttles won a unanimous recommendation from Atlanta’s Transportation Committee on Oct. 14, according to draft minutes. City Council consideration is listed for Oct. 19 at 1 p.m.[1]

The fixed-schedule service connects the airport’s domestic and international terminals and Rental Car Center. Resolution 26-R-4267 would exercise the existing agreement’s single one-year renewal option with A-National Limousine Service, Inc., running Oct. 29, 2026, through Oct. 28, 2027—not award a new shuttle contract.[1]

Most of the proposed ceiling is for operations, not management: up to $6.84 million would cover reimbursable operating costs, while up to $350,000 would pay the management fee. Both would come from the Airport Revenue Fund. The combined $7.19 million is a spending limit, not a bill already paid.[1]

The agreement also has a stop-start procurement history. In a June 26, 2024, review of the same solicitation, Atlanta’s Office of the Inspector General said it had previously been canceled four times. The cited reasons included extending an existing contract for satisfactory performance, nonresponsive submissions, ambiguities in the solicitation and lack of legislative support.[1][2]

That review flagged a financial-responsibility form missing the contract specialist’s sign-off and scoring errors. Procurement reported updating the form and described the scoring mistakes as clerical. The reviewers said the incorrect scores did not change bidders’ ranking; Procurement agreed the award outcome was unaffected. The report listed no additional findings.[2]

Those findings concern the original procurement, not the pending renewal. The current resolution says the Aviation general manager and chief procurement officer recommend the agreement.[1][2]

The committee’s recommendation is not final authorization or an executed renewal. Even if authorized, the agreement would not bind Atlanta until legal approval, mayoral execution, clerk attestation and delivery to the contractor are complete.[1]
