Atlanta’s proposed detention-center sale includes a concurrent lease capped at $1 for a term of up to 50 years. The lease would retain space for people in city custody or under Atlanta Municipal Court jurisdiction; that nominal lease amount is not an established total operating cost.

The supporting text uses different descriptions of service responsibilities. The lease authorization says Atlanta and its designated staff would continue providing supervision and needed services. A separate recital describes Atlanta paying Fulton County’s per-detainee costs for housing, food, custody staffing and medical care. The delivered provisions do not reconcile that division of responsibilities or establish a resulting operating-cost schedule.

Resolution 26-R-4001 proposes selling the center at 254 Peachtree Street SW to Fulton County for no more than $68 million. The Finance/Executive Committee held it Sept. 30 after a 4–2 public-safety recommendation Sept. 28. The packet lists an Oct. 5 Council checkpoint but does not establish its outcome, a completed sale or executed agreements; legal approval, mayoral execution, clerk attestation and delivery would be required before the agreements bind Atlanta.
