Why planners backed fewer parking spaces for a 102-room Mill Street hotel
The TownePlace Suites plan calls for 103 spaces instead of about 128. Staff says using Cottonmill Marketplace parking could constrain that property's future.
A proposed 102-room TownePlace Suites on Mill Street would have 103 on-site parking spaces—about 25 fewer than Starkville's development code normally requires. City planning staff supports the reduction partly because securing parking next door could limit another property's future.[1]
The Planning and Zoning Commission unanimously recommended approval on Oct. 13, 2026. The special exception, SE 26-12, was listed for a public hearing and consideration by the Mayor and Board of Aldermen on Oct. 20. The agenda and supporting records reviewed for this article do not establish what the board decided.[1][2]
KBR Hotel Partners, LLC proposes the hotel on the east side of Mill Street, directly east of the Cotton Mill Road intersection. The commercially zoned site is subject to a requirement of 1.25 parking spaces per guest room. The proposed reduction is larger than the 10 percent adjustment the city planner can authorize, so it requires a special exception.[1]
The developer says roughly one parking space per room would be adequate, citing its experience owning other operating hotels with that ratio.[1]
One alternative identified in the staff report was a perpetual parking easement at adjoining Cottonmill Marketplace. Staff warned that such an arrangement could burden that commercial property and affect its future redevelopment or use. Allowing 103 spaces would let the hotel satisfy its parking requirement entirely on its own site instead.[1]
Staff said the parking reduction would not increase the hotel's size or intensity and did not anticipate adverse neighborhood impacts specifically from the reduction. Approval of the exception would not waive other applicable development-code requirements.[1]
