Mount Vernon path budget proposal would shift $700,000 to cover construction quantities

The proposed ordinance lists a $13.23 million construction contract. Staff attributes the largest paving overrun to a bid-quantity error, not work departing from the approved design.

A proposed ordinance for Sandy Springs' Oct. 6 council meeting would transfer $700,000 from uncommitted TSPLOST-2016 funds to the Mount Vernon Highway Multi-Use Path and Intersection Improvements Project. It also lists an updated construction contract of $13,230,150.53.

Staff says the largest paving cost increase arose from the engineer's asphalt-leveling quantity estimate differing significantly from the amount required by the design. A third-party survey found the contractor built the roadway section according to the approved plans.

A companion recommendation would retroactively extend Excellere Construction LLC's contract period through Sept. 18 while preserving 25 days of assessed liquidated damages. The city issued a substantial-completion notice Aug. 28 and required punch-list work by Sept. 18; this is not evidence that every remaining item was completed.

The documents contain inconsistencies requiring clarification: the budget memo's recommendation lists $712,922.13, while the proposed ordinance specifies a $700,000 transfer. The time-extension memo gives both 104 and 109 additional days, while the proposed resolution specifies June 1 through Sept. 18.
