Local brief
Lake Forrest sidewalk switch wins approval, cutting award by $412,517
Council revoked JHC’s award and chose Ohmshiv’s $1.09 million bid. The low bidder had withdrawn over a perceived pricing error.
A withdrawn low bid is the winning award again. Sandy Springs, Georgia, approved a contractor switch for Lake Forrest Drive’s second sidewalk phase on Oct. 20, lowering the construction-services award by $412,517.25.[1][2]
Our earlier report on the proposed switch described a choice still before council. The adopted resolution now revokes JHC Corporation’s $1,504,185 award and approves Ohmshiv Construction LLC for $1,091,667.75.[1]
The resolution recounts that Ohmshiv withdrew its bid over a perceived estimation error, leading council to award the work to JHC on Sept. 1. After discussions with the city’s legal department, Ohmshiv agreed to perform the project at its original price. The resolution and accompanying staff report do not explain what changed the company’s assessment of its bid.[1][2]
The city describes Phase 2 as approximately 3,300 linear feet of six-foot-wide sidewalk on Lake Forrest Drive’s west side, in two stretches: from the city limit to 4822 Lake Forrest Drive, and from 25 Pine Lake Drive to 4990 Lake Forrest Drive.[3]
The decision is a contract award—not confirmation of a signed construction agreement. It authorizes the city manager to execute the contract pending approval by the city attorney and chief financial officer.[1]
