A rezoning request tied to one market-rate house at 361 Paines Avenue NW appears under first reading in draft minutes of Atlanta’s Oct. 12 Zoning Committee meeting. Its supporting documents, however, describe two different zoning destinations.[1][2]

Richard Gooden, the listed owner and applicant, seeks to change the property’s designation within the English Avenue Special Public Interest District. Ordinance 26-O-1572 would move it from Subarea 1 to Subarea 2 while retaining the Westside Affordable Workforce Housing Overlay.[1][2]

The city’s housing impact statement instead describes a move from Subarea 1 to Subarea 3. It links the request to a four-bedroom, four-bathroom single-family home and estimates completion in September 2027. Those are proposed development details, not an approved building plan or a fixed construction deadline: the statement relies on applicant information and cautions that housing figures can change.[2]

The documents reviewed do not explain whether the different subarea descriptions reflect a revised request or a paperwork error. The first-reading entry records no vote approving the rezoning, so it does not establish permission to build the proposed home.[1][2]
