Barrett’s bid to lift the 5% budget-request cap returns after failed motion

Commissioners are scheduled to revisit the proposal Nov. 4. It would open up departmental requests—not guarantee more funding.

A proposal to remove a 5% cap on Fulton County departments’ 2027 budget requests is back before commissioners Nov. 4 after an approval motion failed Oct. 21, according to the county’s meeting agenda. The agenda does not provide the vote tally or explain why the motion failed.[1]

We previously reported on Commissioner Dana Barrett’s proposal before its scheduled Oct. 21 consideration. The central distinction still matters: her resolution would change what departments can request and what commissioners see—not automatically fund those requests. Commissioners would still make appropriations through the final budget.[1][2][3]

Barrett’s draft says the newly established Budget Commission restricted departments’ requests for additional funding to 5% of their base budgets, allowing broader needs to be described only in narrative form. That is the resolution’s account of the restriction; the underlying budget instructions and the Budget Commission’s explanation were not among the originals reviewed.[3]

The draft makes its case with last year’s numbers: 27 of the county’s 41 General Fund departments and agencies sought enhancements above 5% during the 2026 budget process, and 14 received increases above 5%. Those figures are reported in the resolution.[3]

The measure would prohibit caps on requests from county-funded departments, agencies, elected officials and authorities. It would also give them an opportunity to submit 2027 enhancement requests omitted because of the cap and require those requests to appear in the proposed budget, which the draft says will be presented Nov. 15.[3]

The Nov. 4 meeting is scheduled for 10 a.m. in Assembly Hall at the Fulton County Government Center, 141 Pryor Street SW in Atlanta. The resolution is listed as item 26-0729 and remains a request for approval.[1]
