Windward Hall restaurant plan includes direct entrance to future Alpha Loop

Windward Hall's restaurant proposal at 5905 Windward Parkway would include a direct pedestrian entrance to a planned elevated segment of the Alpha Loop. A Sept. 2, 2026, amendment describes the connection as a revision to the site plan.

The application says a stream and its buffers leave approximately 1.8 acres of the 3.75-acre property usable. The project at Windward Parkway and Edison Drive seeks a master-plan change allowing a stand-alone, full-service restaurant without a drive-through in Pod 14A. The amendment says restaurants there are currently permitted only as accessory uses inside office buildings.

Applicant The Luxury Enterprise Group, LLC also seeks to cantilever part of an outdoor dining patio into the additional 50-foot impervious-surface setback beyond the 100-foot undisturbed stream buffer. Its variance materials say the full 100-foot buffer would remain undisturbed.

The Sept. 3, 2026, Planning Commission agenda said the applicant had deferred the master-plan request and it would not be considered at that meeting. The trail entrance and patio changes are described in the application as proposals, not city approvals.
