The proposal covers 12.5 acres at 1200 White Street SW in West End. It would reuse an approximately 200,000-square-foot warehouse, add the multifamily homes and include a mixed-use building. The staff report describes 20% of the homes as available to households earning 80% of area median income—a proposed project term, not an adopted requirement.

Staff’s objection is to the additional development rights, not the submitted housing and reuse plan. Planners say that plan can proceed under the existing industrial mixed-use zoning without exhausting the building area already allowed.
