A restaurant with a basement kitchen is proposed for the coffee-shop property at 992 North Highland Avenue NE. The rezoning request appears under first reading in draft minutes of Atlanta’s Oct. 12 Zoning Committee meeting—not as an approved zoning change.[1][2]

The city’s housing impact statement describes repurposing a single-family house that is already operating as a coffee shop. The attached site plan labels the project “Press and Grind.” The restaurant description comes from the city’s analysis, which says it generally relies on applicant information and, in some cases, public real-estate data.[1]

Diana Drake is the listed owner and Randy Pimsler the applicant. The request would replace the property’s conditional residential-limited-commercial zoning with the Virginia Highland Neighborhood Commercial District designation. It is identified as case Z-26-56 and ordinance 26-O-1574.[1][2]

The first-reading entry is a procedural checkpoint, not permission to open the proposed restaurant. The supporting legislation is marked pending; the records reviewed do not establish a final rezoning decision or a restaurant opening date.[1][2]
