Atlanta proposes requiring most legislation to identify a City Council member as its primary sponsor when introduced. Ordinance 26-O-1183 would amend the city charter; its supporting text says current council convention permits legislation to be introduced by committee.

Exceptions would include the mayor’s recommended annual budget and comprehensive development policy, publicly submitted zoning and comprehensive-plan applications, annexations, variances, and communications. The proposal also exempts certain claims, invoice payments, refunds and corrections.
