Hartsfield-Jackson seeks $8.69 million more as runway safety costs top early estimate

Atlanta's transportation panel reviews the request Oct. 14. The proposed supplement is neither an established total price nor a measure of the cost increase.

A runway life-safety project at Hartsfield-Jackson will cost more than its early estimate, according to an airport funding proposal headed to Atlanta's Transportation Committee on Oct. 14. The request: add up to $8,687,922 to a construction fund.[1]

Resolution 26-R-4260 identifies the work as Runway 10-28 Life Safety R&R Phase 1. It says the project received fiscal 2026 capital funding based on an estimate prepared early in design. After design was completed and a construction manager engaged, the expected cost rose above that estimate.[1]

But the resolution does not give the original estimate, a revised total or a breakdown of what changed. The $8.69 million request should not be read as an $8.69 million overrun—or as the project's full price. The proposal says airport construction-management projects receive funding incrementally and that additional funding may be sought through later legislation.[1]

The money would supplement a shared fund under four existing construction-management contracts, not award four new contracts. The airport general manager could authorize work and issue component guaranteed maximum prices up to the requested amount. The proposal does not allocate the entire supplement to any one contractor.[1]

The committee review is scheduled for 10 a.m. Oct. 14; the packet lists the measure as pending, not approved. Even if authorized, an individual guaranteed-maximum-price agreement would not bind Atlanta until the airport general manager or a designee executes it and delivers it to the contractor.[1]
