Council clears $8.69M more for runway safety as costs outgrow early estimate
The Oct. 19 vote was unanimous. The funding resolution gives no revised project total, and the supplement is not an established $8.69 million overrun.
Atlanta City Council voted 15–0 on Oct. 19 to approve up to $8,687,922 in additional funding for a Hartsfield-Jackson runway life-safety project, moving the measure beyond the committee endorsement we previously reported.[1][2]
Resolution 26-R-4260 identifies the work as Runway 10-28 Life Safety R&R Phase 1. It says the project's fiscal 2026 funding relied on an estimate prepared early in design. After design was completed and a construction manager engaged, the expected cost rose above that estimate.[2]
But the funding resolution gives neither the original estimate nor a revised project total. The $8.69 million supplement is not an established measure of the cost increase—or the project's full price. The legislation says airport construction-management projects receive funding incrementally, with further requests possible as work progresses.[2]
The money supplements a shared fund under four existing construction-management contracts, rather than awarding four new contracts. The measure authorizes the airport general manager or a designee to issue component guaranteed-maximum-price agreements up to the additional funding limit.[1][2]
Council's approval does not establish that the money has been spent or the work completed. Under the resolution, each guaranteed-maximum-price agreement must be executed by the airport general manager or a designee and delivered to the contractor before it binds Atlanta.[1][2]
