Glynn Drive zoning gets board backing—with no new development proposed

The proposal would assign Atlanta’s R-4 single-family zoning upon annexation from DeKalb County. Similar uses do not mean identical rules.

Atlanta’s Zoning Review Board recommended approval Nov. 5 of single-family zoning for properties fronting Glynn Drive SE if they are annexed from unincorporated DeKalb County. The marked agenda records support from planning staff and NPU W as well.[1]

The proposal, Z-26-59, would assign Atlanta’s R-4 zoning district. This is not a redevelopment proposal: city planning staff says no new development is proposed in conjunction with annexation and describes the zoning change as maintaining continuity between the two jurisdictions.[1][2]

But similar single-family uses do not mean identical standards. The staff report describes Atlanta’s R-4 district as permitting a density of no more than one dwelling per 9,000 square feet, while DeKalb’s R-75 district calls for lots of at least 10,000 square feet.[2]

Another jurisdictional change would concern trees: staff says the properties would become subject to Atlanta’s Tree Protection Ordinance upon annexation.[2]

Our earlier zoning preview described the upcoming Nov. 5 review. The marked agenda now supplies the board’s recommendation—not evidence of final zoning adoption or completed annexation.[1]
