Council approves more time for White Street affordable homes

A $1 reconveyance would restart the occupancy deadline at 879 and 881 White Street SW. The three-year clock runs from the land transfer—not the vote.

Atlanta City Council voted 10–0 on Nov. 2 to authorize a $1 land transfer intended to give affordable housing at 879 and 881 White Street SW a fresh three-year occupancy deadline, according to draft action minutes.[1][2]

Councilmember Michael Julian Bond’s ordinance, 26-O-1601, authorizes conveying the city’s interest in the lots to Metro Atlanta Land Bank for permanently affordable housing. The Council vote advances the measure beyond the Oct. 27 committee recommendation we previously reported.[1][2]

According to the legislation, the city previously conveyed the properties under a 2021 ordinance. That deed required an occupancy certificate within three years or title would automatically return to the city.[2]

The ordinance says Atlanta Land Trust, the land bank’s selected development partner, is actively developing affordable housing on the site and that new deeds are necessary to extend the deadline. That is the legislation’s account of the project—not confirmation that homes are ready for occupancy.[2]

The extension keeps the city’s take-back protection: the new deed must retain a reversionary interest if the land is not developed with at least one residential dwelling receiving a city-issued certificate of occupancy within three years of conveyance. That clock would start with the new transfer, not the Nov. 2 vote.[1][2]

Council’s approval authorizes the transaction; the records reviewed do not establish that new deeds have been executed. The original conveyance date and whether title has already reverted also remain unverified.[1][2]
