The ordinance says aging clarifier components have repeatedly failed and limited capacity at the R.M. Clayton, South River and Utoy Creek water reclamation centers. The funds would replace mechanical components for up to three clarifiers through an existing parts-and-services contract; it does not assign one replacement to each center.
