An Atlanta proposal would put the first hour of City Council public comment immediately after the invocation and pledge of allegiance, ahead of proclamations and ceremonial awards. After that hour, the council would hold the ceremonies, then return to public comment for remaining signed-up speakers who stay and wish to speak.
