Atlanta's substituted pool-fee proposal would eliminate admission charges during designated free-open-swim periods at indoor and outdoor pools managed by the Department of Parks and Recreation. Ordinance 26-O-1398 would not waive fees for separately scheduled programs, classes, activities, rentals or reservations.

Free-open-swim schedules could vary by facility based on existing programming, pool configuration, staffing, capacity, safety requirements and operational needs. The proposed waiver therefore would not make every pool activity free or establish uniform swimming hours.

The supporting text distinguishes an existing no-admission-fee administrative policy at city-managed outdoor pools from the proposed indoor-pool change. It seeks to put the outdoor policy into city code as well. The delivered pages establish the substitute's proposed scope, not adoption of the ordinance.
