The agenda version of ordinance 26-O-1536 proposed twelve months through Oct. 14, 2027, and a $20 million additional-funding ceiling. The recommended substitute shortens the proposed term while increasing that ceiling.

The substitute would waive applicable procurement source-selection provisions to authorize the amendments. The recorded action is a committee recommendation, not an executed extension; the minutes list Oct. 5 at 1 p.m. as the next checkpoint.
