Atlanta’s Committee on Council unanimously held a proposal Sept. 21 to call public-comment speakers at City Council meetings in sign-up order. Ordinance 26-O-1483 would change the city’s rules for remarks from the public; the committee hold did not enact the change.

The proposed text also says a speaker could not be moved to the end of the list merely for receiving speaking time yielded by someone else. The minutes record a unanimous motion to bring forth a substitute immediately after the ordinance entry, but do not specify what that substitute would change.
