Atlanta committee to review five-year plan for impact-fee projects Oct. 13

The proposal would link projected improvement needs to schedules and funding sources. The pending plan still requires council adoption and mayoral approval to take effect.

Atlanta’s Community Development/Human Services Committee is scheduled to consider a five-year plan Oct. 13 for capital improvements the city intends to fund wholly or partly with development impact fees. The meeting is set for 1:30 p.m.[1]

Sponsored by Councilmember Jason H. Winston, ordinance 26-O-1569 would adopt the city’s 2027–2031 Capital Improvements Element. That document connects projected needs for improvements with a timetable and anticipated funding sources. It also identifies projects that would use impact fees, as required by Georgia’s Development Impact Fee Act.[1]

The project-level choices remain unclear in the records reviewed. The ordinance refers to a separate plan, Exhibit A, but that exhibit was not included in the pages available for this account. Those pages do not establish which projects would be added, their costs or their neighborhood locations.[1]

City Council referred the measure to committee without objection Oct. 5; that was not adoption. The packet lists committee consideration as pending, and the ordinance says the plan would take effect only upon council adoption and mayoral approval. The Oct. 13 listing establishes a scheduled review, not a completed decision.[1]
