A $332,483 tax refund advances for Georgia Natural Gas

Atlanta Finance says the company was exempt from the 2024 tax it paid. A unanimous committee recommendation sends the refund toward Council consideration Nov. 2.

Georgia Natural Gas is a step closer to getting $332,483.50 back from Atlanta for a 2024 business tax that the city’s Finance Department says it was exempt from paying.[1][2]

The Finance/Executive Committee unanimously recommended the refund Oct. 28. Resolution 26-R-4328 is listed for City Council consideration Nov. 2 at 1 p.m. The committee vote is a recommendation, not final authorization to issue the payment.[1][2]

The pre-meeting resolution describes an existing exemption, rather than a proposed new tax break. It says businesses regulated by Georgia’s Public Service Commission are exempt from Atlanta’s occupation tax under state law and City Code section 30-60(a)(1). SouthStar Energy Services LLC, doing business as Georgia Natural Gas, submitted supporting documentation, and Finance investigated and determined it was entitled to the full refund.[2]

The proposed payment would come from the city’s General Fund. The resolution says certain refunds exceeding $10,000 require committee and Council review for a final determination.[2]

The meeting minutes record the recommendation as “favorable as amended” but do not spell out the change. Their description still names the same recipient, amount and tax year. The records reviewed do not establish final Council approval or payment.[1][2]
