Council authorizes up to $145,000 for a full growth-plan update

TSW is to lead visioning and prepare a framework for growth. The authorization commissions an update—not adoption of a new plan.

Powder Springs City Council authorized up to $145,000 for a full update of the city’s comprehensive plan on Oct. 5, 2026. The resolution allows the mayor to enter an agreement with TSW, Inc., using money from the capital-project budget.[1][2]

The assignment is to lead visioning and prepare a framework to guide growth and development in line with the community’s goals, objectives and vision, according to the resolution. This action commissions the planning work; it does not adopt a revised comprehensive plan.[2]

The city also ties the update to a state requirement. The resolution says Georgia’s Planning Act and Department of Community Affairs planning standards require an update to maintain Powder Springs’ qualified-government status.[2]

The city says it received competitive proposals from three firms and interviewed them before the final recommendation. The authorization makes the TSW agreement subject to review and approval by the city attorney.[2]

The two-page resolution does not provide a completion date or a schedule for residents to participate.[2]
