Council approves $5,000-a-month deal for interim development chief
Rob Hosack’s proposed 120-day assignment would cover recruitment, grants and redevelopment—and suspend a separate $2,000 monthly consulting fee.
Powder Springs City Council authorized the mayor on Oct. 5, 2026, to contract with Rob Hosack of BH3, LLC as interim economic development director for $5,000 a month, plus a travel allowance capped at $900 a month.[1][2]
The posted work order proposes a 120-day assignment under the city manager, with a listed total of $23,600. It calls for a $300 travel fee per in-person meeting or visit, subject to the monthly travel limit.[3]
The proposal would suspend the $2,000 monthly fee listed for a separate special-projects scope, rather than charge both fees during the interim assignment. Services and billing under that smaller scope would pause until the interim work is complete.[3]
The draft calls for business attraction and retail recruitment, support for existing businesses, redevelopment work and administration of the Georgia Placemaking and Powder Springs Beautification grants. It also requires project summaries and scheduled in-person office hours with the city manager.[3]
The authorization funds the work from the Economic Development Department’s Consultant Services budget line and is subject to city-attorney review and required documentation. The posted services agreement is unsigned: its detailed scope and billing provisions are proposed terms, and the records reviewed do not establish a start date for the interim assignment.[2][3][4]
