Fulton weighs $192.4 million for North Point—with an NHL deadline
The Oct. 21 proposal would steer county property-tax growth toward a hockey-anchored redevelopment. An expansion team and a non-relocation lease would be required by the end of 2030.

Up to $192.42 million in Fulton County tax revenue is on the table for North Point Mall’s redevelopment—but the proposed deal comes with a hockey deadline. Alpharetta would have until Dec. 31, 2030, to secure an NHL expansion franchise and a signed arena lease with a non-relocation agreement lasting at least as long as the longest bond.[1][2][3]
Commissioners are scheduled to consider the proposal, sponsored by Bob Ellis and Bridget Thorne, on Oct. 21. This is a request for county participation in Alpharetta’s North Point tax allocation district—not an approved commitment or a completed bond sale.[1]
The $192.42 million would be a ceiling, not an upfront check. The draft agreement calls for redirecting county general-fund property-tax increments generated within the district over a term of up to 30 years. County real-estate taxes for debt repayment would be excluded.[2]
The intended centerpiece is an approximately 95-acre mall redevelopment into a sports-anchored, mixed-use entertainment district. County revenue could help pay for the hockey arena, but also land acquisition, demolition, parking, roads, utilities, public spaces and predevelopment expenses such as feasibility studies and professional fees.[2]
Under the proposed resolution, missing the franchise-and-lease deadline would automatically end county consent unless commissioners waived or extended it. Alpharetta would then have 45 days to return the county increment collected in the district.[3]
There is a separate construction deadline—and it does not necessarily require arena construction to begin. By the end of 2030, the project could satisfy that condition with permits to demolish at least half the mall and spending of at least 5% of the demolition cost. An alternative route requires demolition of 150,000 square feet plus the start of arena construction.[2]
The refund language for missing that construction deadline is narrower: the agreement would return only county money remaining after protecting pledged bond payments, committed redevelopment costs, reserves and related bond obligations. That clause should not be read as a promise that every county dollar would come back if construction stalls.[2]
The contribution ceiling could rise only with approval from both the county commission and Alpharetta City Council. Fulton would also receive a limited right to audit the city’s handling of county contributions, at the county’s expense.[2]
The proposed resolution calls for at least five affirmative votes. The Oct. 21 meeting begins at 10 a.m. in Assembly Hall at the Fulton County Government Center, 141 Pryor Street SW in Atlanta.[1][3]
