Fulton renews up to $6 million in building-repair contracts for 2027

Five firms will remain available for work the county says it cannot perform in-house. The spending ceiling is not a guarantee of funded projects.

In a unanimous Oct. 7 vote, Fulton County commissioners renewed five construction contracts for up to $6 million in 2027 work, keeping outside firms available to repair and modernize county buildings.⁠[1]

The $6 million is spending authority, not a guarantee that the county will order that much work. The contracts serve approved facility projects across county agencies, and their use depends on available departmental operating or capital funding identified in the fiscal 2027 budget.⁠[2]

The Department of Real Estate and Asset Management describes the purpose as repairing facilities that have deteriorated because of deferred maintenance. Its renewal evaluation says the work requires specialized tools, training and skills, and that the county lacks the capacity or expertise to perform the services in-house.⁠[2][3]

Each contractor has a $1.2 million ceiling: Brad Construction Company II, Hawk Construction Company, Complete Contracting Partners, Rubio and Sons Interior, and Osprey Management. The renewal runs from Jan. 1 through Dec. 31, 2027. It uses the third and final renewal option under this procurement.⁠[1]

Rather than approving a single construction project, the arrangement lets the county assign jobs through work orders. The time-and-materials contracts use established prices for detailed repair and construction tasks, with contractors supplying the labor, materials, equipment and technical support needed for each assignment.⁠[2]

Earlier jail work illustrates what the contracting system can cover. In a separate spending-increase request involving Hawk and Complete Contracting Partners, the department described repairs to fence breaches, vandalized cell doors and cell walls, along with plumbing repairs and common-area painting. That jail-repair request is distinct from the countywide 2027 renewal.⁠[2][4][5]

The renewal evaluation lists actual spending separately from contract authority: about $3.33 million in fiscal 2025 and $1.53 million through Aug. 31, 2026. The latter is a partial-year figure, not a full-year comparison.⁠[3]
