Delowe Village reports all residents relocated; return projected for January 2028

All residents of East Point's Delowe Village apartments had been relocated off-site as of Oct. 6, according to an update linked from the redevelopment's website. For those planning to return, the project's timeline points to January 2028, when it projects completion of the first replacement building and the return of eligible households.⁠[1][2][3][4]

The public dates do not match. The homepage advertises “OPENING 2027,” but its linked construction schedule places the first building's completion and residents' return in January 2028. The second building is projected to finish in March 2028, with lease-up completed that July.⁠[2][4]

The plan would rebuild the existing 64 affordable apartments and add approximately 32 more, bringing the complex to about 96 homes—not adding 96 to the existing total. On July 28, the Development Authority of Fulton County approved a supplemental resolution for $17 million in federally tax-exempt bonds to finance the redevelopment. That approval is distinct from a completed bond issuance.⁠[3]

The relocation update says 19 residents chose temporary moves. Housing to Home worked with three East Point apartment communities—Staton Crest Apartments, The Reserve at Maple Ridge and Renaissance Garden Walk—to provide apartments during what the report describes as a 14-month relocation period. It says moving costs were covered and residents' rent obligations were held at their Delowe Village levels.⁠[1]

Tenants choosing temporary relocation have the first opportunity to return and the first opportunity to qualify for a project-based housing voucher, according to the update. That is priority to qualify, not a guarantee of a voucher. The report also promises to pay moving costs back to Delowe Village.⁠[1]

Nine residents accepted permanent relocation payments. The update says those payments covered the difference between their Delowe Village rent and rent at their identified replacement housing for 42 months, subject to a maximum relocation benefit. Moving costs were also covered or reimbursed.⁠[1]

Next comes the planned teardown and rebuilding. The timeline targets asbestos abatement in October, demolition permits during Oct. 10–20 and demolition during October and November. It projects grading and site work beginning in November and above-ground construction in January 2027. These are schedule targets, not confirmation that permits have been issued or work completed.⁠[4]

The redevelopment's longer-term housing promise appears in Fulton's loan-forgiveness paperwork for agenda item 25-0915. It describes a 30-year affordability covenant required by the Georgia Department of Community Affairs and says Atlanta Neighborhood Development Partnership would retain ownership of the land and lease it to the project to ensure permanent affordability. The relocation report documents the interim arrangements; the projected return remains ahead.⁠[5][6]
