The proposal also calls for a lease of up to 50 years under which the city would pay the county's per-detainee costs to keep people in city custody or under Municipal Court jurisdiction housed at the center. Atlanta would retain a right of first refusal and an option to buy before the county could sell the property to a third party during a period of up to 50 years.
