The application, V-26-135, seeks an 11-foot retaining wall instead of the allowed three feet and an eight-foot privacy fence instead of four feet in the half-depth front yard. It also requests a seven-foot setback there instead of 17.5 feet, a seven-foot rear setback instead of 15 feet, and permission for a pool in yards adjacent to a street.

Staff’s support is for more time—not an endorsement of those exceptions. The memorandum does not describe the substance of the negotiations or record a board decision granting the delay.
