Public before proclamations: New plan would move Council speakers up
The proposal would also protect speakers receiving donated time from being sent to the back of the line. Committee acceptance is not final approval.

Residents could get an hour at the microphone before the ceremonial honors under a new proposal to reorder Atlanta City Council meetings. It would also protect a speaker’s place in line when others donate speaking time.[1]
The Committee on Council unanimously accepted ordinance 26-O-1589 as walk-in legislation Oct. 19, according to draft minutes. In separate actions, it recorded two older public-comment proposals—26-O-1344 and 26-O-1483—as “filed by committee,” not adopted.[2]
Under the new proposal, public comment would begin immediately after the invocation and Pledge of Allegiance and run for one hour. Proclamations, commendations and awards would follow. A second comment period would then accommodate people who signed up before the scheduled meeting time but did not get to speak during the first hour. It is an earlier turn for the public—not a promise that every speaker would finish before the ceremonies.[1]
The posted proposal keeps a two-minute limit for an individual speaker and a ten-minute ceiling for someone receiving yielded time. Speakers would be called in sign-up order, and the presiding officer could not move someone to the end of the list because that person received another speaker’s time.[1]
People donating their time would have to be present for verification at the start of the initial comment hour. Once their presence and intended recipient were confirmed, they could leave without the recipient losing the donated time.[1]
The ordinance cites work, caregiving, transportation and accessibility obligations as reasons prolonged waits can burden residents. But committee acceptance is not final Council approval: the records reviewed do not establish that the proposed rules have been enacted.[1][2]
